FCC Chairman Michael Powell has been a good friend to VoIP. His decision to leave his post in March comes at a crucial time and it could slow things down for VoIP adoption, or worse.

With Congress poised to debate a major new telecommunications act this year, VoIP investors and providers--ranging from cable companies like Comcast (nasdaq: CMCSA - news - people ) to pure-play vendors such as Vonage or Packet8 (nasdaq: EGHT - news - people )-- were hopeful that the new rules would be helpful to their cause. But a new chairman could easily tip the balance in the other direction, allying with traditional phone companies, who would like to see the technology more closely regulated.
